Can I apply to all of these programmes at once?
No. Supporting the same expense under two programmes is often prohibited. Which window is open is checked separately.

Other programmes
A machinery investment can also touch a public programme other than the incentive certificate, KOSGEB or IPARD. This heading is not a joint advertisement for those programmes. Each has its own application authority, expense list and call calendar. A notice whose activity has not been verified is not written as an open application.

Rural-development investments
The Rural Development Investment Support Programme is a separate mechanism implemented by the Ministry of Agriculture and Forestry through provincial directorates. It is not TKDK’s IPARD grant call. Whichever year an economic-investment, machinery or infrastructure heading opens, that year’s communiqué and application guide apply. On the check of 13 October 2026, an open new KKYDP call was not verified for this page. If cold-chain or processing equipment from China is being considered, the provincial directorate’s current notice and any domestic-content or offer condition are read first. The three-offer rule in an IPARD guide is not carried into this programme automatically. Each guide writes its own procurement provision.
Regional and local programmes
Decision 9903 divides provinces into regions and ties the duration of some supports, such as the social-security contribution, to the region. That does not mean there is a separate cash grant in every province. The Local Development Move is a separate programme that aims to reduce differences between regions and is run by the General Directorate of Development Agencies. The subjects to be supported are set by communiqué and go to a committee project by project. The financial-support programmes of the development agencies themselves depend on the guide the agency announces that year. On 13 October 2026, no particular province’s agency programme is shown on this page as an open notice. The current guide on the agency’s website is the source.
Sector and technological transformation
Digital transformation and green transformation are separate programme headings in Decision 9903. One is described within the frame of the General Directorate of National Technology, the other within the General Directorate of Strategic Research and Productivity. The Decision writes a minimum amount for some transformation investments inside the Strategic Move. Those amounts are updated by revaluation. The digital-monitoring software of a CNC line, or an energy-efficiency investment in a packaging plant, enters this heading only if the programme’s published procedure and sector list allow it. China Desk TR can technically prepare the fit between equipment bought from China and the definition on that list. The programme decision belongs to the Ministry and the relevant committee.
How applications are separated, the documents and a line from China
Before a producer buys a CNC machine or a packaging line from China, it should separate which window is actually open. For KKYDP, that year’s communiqué of the provincial directorate is read. For a regional or local programme, the development agency’s notice is read. For digital or green transformation, the procedure published by the Ministry of Industry and Technology is read. Sending the same proforma to three institutions at once does not count as having applied. Documents change from institution to institution. What they share is identity, activity, capacity, location and the machinery offer. In an agency programme, the project budget, co-financing and the procurement threshold are written in the guide. This page does not freeze those figures, because on the check of 13 October 2026 an open agency notice for a particular province was not verified.
Mistakes that put a file at risk are treating a closed year as open, treating the regional social-security support as a cash grant, and writing a Chinese invoice against a line that is not on the programme’s expense list. Software, a mould or energy equipment is an eligible expense only if it passes in the published procedure. Transport and customs clearance are not themselves the support payment.
