Size and code
If the employees and balance sheet in the current declaration, or the activity code, differ from the sector list in the guide, the application is eliminated.

KOSGEB runs programmes for small and medium-sized enterprises through the SME Information System. The existence of a programme does not mean that every business, or every machine bought from China, enters it. An application depends on enterprise size, activity code, KOSGEB registration and the conditions of that call.
Last content check: 13 October 2026. Rates, ceilings and call dates can change. Read the official notice and the current rules before applying.
Non-repayable support can be a contribution that is met in part, or on conditions, after an eligible expense has been incurred and documented. With repayable support the enterprise returns the amount on the timetable written in the programme, even where the call says that no interest or commission is charged. Interest or profit-share support is not the loan itself. The enterprise borrows from a financial institution, and KOSGEB may meet part of the financing cost at the rate defined in the call. These three should not be written into a budget as if they were the same cash.
KOSGEB describes the Entrepreneurship Support Programme for newly established businesses under business-start support, business-development support and business-development interest or profit-share support. Business-development support is call-based. On the check of 13 October 2026, the institution had announced that applications for the third period of 2026 would be accepted from 12 to 31 October 2026. The same announcement describes business-development support as repayable, at 80 percent, with a ceiling of 2,250,000 lira, and an additional ceiling for young, women, disabled, veteran entrepreneurs or first-degree relatives of martyrs. Earlier calls in 2026 had announced a lower ceiling. A proposal file should therefore not use any ceiling other than the current guide on the screen.
The programme is aimed at businesses in the sectors KOSGEB supports. Manufacturing and certain information and research activities are given as examples in the announcements. Even if the activity code is listed, the requirement that the business is new, the SME size and the scoring of the call are still applied. A new CNC machine or a small packaging line is not a subject of this programme if it is absent from the expense list of the business-development support or if the call has closed.
The August 2026 guide, version 2.1, states the aim as scale-up and digital-transformation investments of SMEs and the development of suppliers to large enterprises. Supported expenses include machinery and equipment, moulds, software, personnel and purchased services, and the interest or profit-share cost of a working-capital loan. The guide says non-repayable support may be provided for that interest or profit-share cost, while the terms of the loan itself are left to the protocol with the financial institution.
As of 13 October 2026, the third-period applications for 2026 announced by the institution had closed on 15 September 2026. This page does not present that period as an open call. A machine should not be ordered on the strength of a programme approval before a new period is announced. The announced conditions include registration in the KOSGEB database and a current enterprise declaration, small or medium size, being a real or legal person under the Turkish Commercial Code, and the status of a fast-growing enterprise. Manufacturing and certain information and research sectors are mentioned. A large enterprise, or an activity code that is not in the call, does not enter through this door.
When a producer receives a proforma from China for a CNC machine or a packaging line, the first step is to open the expense heading in the call guide. If machinery and equipment are supported, brand, model, capacity, origin, unit price and delivery term are written separately on the offer. If software and a mould are mixed into the same invoice, an ineligible item can delay the whole payment. KOSGEB does not choose the supplier in China. China Desk TR can look at the supplier check and at whether the technical list conflicts with the expense definition in the guide. Board approval and payment belong to KOSGEB.
If the employees and balance sheet in the current declaration, or the activity code, differ from the sector list in the guide, the application is eliminated.
An order placed after a period has ended may not count as an expense of the next period.
If the Chinese proforma, the Turkish project form and the payment document show a different model or amount, the review takes longer.
No. Registration, size, sector, the call and, in some programmes, fast growth are required together.
No. Repayable support, non-repayable support and interest support operate at different times and with different documents. A cash grant in advance should not be assumed.
