TKDK, IPARD and rural investment
IPARD III is the rural-development programme co-financed by the European Union and Türkiye for 2021–2027. TKDK, a related organisation of the Ministry of Agriculture and Forestry, implements it. A grant comes into question after an eligible expense has been incurred and the procurement rules in the call guide have been followed. Having invested while the application window was closed does not by itself create a right in a later call.

Which investments fall under IPARD?
The 2026 call calendar names four measures: physical assets of agricultural holdings (M1), processing and marketing of agricultural and fishery products (M3), public infrastructure in rural areas (M6) and diversification of farm activities (M7). Dairy or meat processing, packaging and the cold chain are subjects of M3, or of the relevant measure, only if they are eligible in the current measure fiche and sector annex. M6 is public infrastructure. A private business buying a machine from China should not be mixed up with that measure. Eighty-one provinces are written as the application geography. That does not mean every subsector is open in every province with the same budget.
The call, the project and procurement
As of 13 October 2026, the final submission of the 12th call for M1, published on 30 June 2026, had ended on 7 September 2026, and the preliminary ranking scores had been announced. The 11th call for M3 had closed on 20 July 2026. This page does not present them as open applications. A new call is learned from the calendar and the application guide announced by TKDK. The application is made to the provincial coordination office or the provincial contact office, and to the online system, in the order set out in the guide.
The guide defines the number and date of machinery offers, technical equivalence and cases of ineligible procurement. A single proforma from China for a milk tank, a meat-processing line or a cold room is not enough if the guide requires three offers or a particular procurement threshold. The offers must describe the same capacity. Payment should not be expected as a grant before the investment has been carried out and the eligibility check completed. The ranking score admits as many projects as the budget can cover. Even a file whose score has been published can be rejected.
IPARD, KKYDP and the incentive certificate are different
The Rural Development Investment Support Programme is the Ministry of Agriculture and Forestry’s own implementation and is not a TKDK IPARD call. When a provincial directorate opens an economic-investment or machinery heading, that specification is read separately. The investment incentive certificate under Decision 9903 is a document of the Ministry of Industry and Technology. A dairy plant may enter one of these three routes, two of them, or none. Using the same invoice for duplicate support under two programmes is generally prohibited. Who can apply, which documents are needed, and which mistakes create risk
An IPARD application is not a window that stays open all year for every farm or every food plant. The applicant must meet the measure, sector, province, capacity and economic-size conditions in the published guide. If a dairy plant is not in the current M3 annex, the cold room of the same plant cannot be written into that call either. The file usually asks for identity and authority, the right to use the plant, a capacity calculation, a business plan, a finding on whether an environmental permit is needed, and machinery offers. When a packaging or cold-chain line from China is being considered, a common mistake is turning the offer into an order before the call closes. The grant is paid after the eligible expense has been incurred and the procurement rule has not been broken. If the capacity on the offer is larger than the capacity in the project, the excess can fall outside eligible expenditure. If the customs code, the power connection and the food-contact conformity documents differ from the project text, a problem appears at the check.
